RUPASS organized education, qualifications and professional potential for presentation to employers. The author’s CV dates the beginning of the initiative to 2005.

Public presentation in 2007

A contemporary Kommersant report describes the presentation of the Migration Passport of a Specialist on September 12, 2007 and identifies Igor Leonov as RU PASS general director. Demoscope preserves the report.

Debate about the document

The same report records concerns about its resemblance to a domestic passport and possible misunderstanding of its status. This episode illustrates the importance of clear boundaries between professional presentation and government documentation.

Education and continuation

In 2009 RUPASS participated in an international educational initiative for labor migrants with INDEMIR and the Swiss Academy for Development. Leonov examined the project’s history in a separate research paper in 2026.
